I have a controller setting software only. Can I connect the controller to my PC if using a commercially available connection cable?

No.
The communication to the controler requires an RS-485 interface and this can not be produced by commertially available cable. You need SMC LEC-W2 cable which converts PC serial communication to RS-485.
